The meeting was called to order by Regional Executive, Mark Walker at 8:07 pm.

Secretary’s Report
The minutes from the January 29, 2009 Board Meeting were passed out by Ann LaRandeau, secretary. The minutes were re- viewed. Motion to approve Becker/McCabe, unanimous.
Treasurer’s Report
Treasurer John LaRandeau passed out copies of the disbursements, bank statement and saving account statement. There was a discussion on switching our accounts to a bank that would pay more interest. Matt McCabe suggested First National Bank Omaha, "fnbodirect.com", as a bank to check out. Motion to approve treasurer's report, McCabe/Becker, approved by all.
Social
Tom Riss reported that Nebraska Region SCCA is in Facebook on the internet.
RallyCross
The February 15th event at MAM was cancelled due to weather and site conditions. Next event March 15th, EVM and RXSS to be announced, location at MAM is tentative.
Solo
Tom Riss will check to see if the Lincoln Event Center lot is still available to us. He will report back next meeting.
There was discussion on the Lincoln Air Park Contract. Discus- sion included real estate taxes on the property, repairs to the site, hauling garbage and security costs for the site in addition to the regular fees. Chuck Garcia will donate 20 trash cans, if we have a place to store the trash cans.
Evolution School will use our timing equipment and Salina or Kansas City's. The idea of inviting other car clubs ( Corvette, BMW, etc) to have an event the same time as ours or to partici- pate in our event was brought up. There was a discussion on this. More on this at the next meeting.
It was suggested we could have several of our club members be trained to do security work to lower our costs. The fee for train- ing is $25, the club would pay for this. The training would last 45 minutes to one hour.
Mark Walker, Matt McCabe and John Becker volunteered to de- sign the course for the Pro Solo, May 2 & 3 at LAP. First Solo will be March 29 at MAC. EVM, Gary Graybill, SSS to be announced.
Competition
First race, April 18-19 at MAM, Double Regional-Double School, Monica Shaw, race chair. MAM contract not submitted yet. We will not have a race at MPH this year. The race that was tentatively scheduled for July 18-19 is not on the calendar and there would not be enough time to get it publicized. It was reported Colorado participants will not be attending MPH this year because of their busy schedule. There was a discussion about the MidDiv Workers Program.
Divisional/National News
The Midwest Division Convention will be March 6 - 8, 2009 in Kansas City.
Mark Walker and Chuck Garcia reported on the National Con- vention in Las Vegas. Our region won the Regional Communica- tion Award. Jean Smith accepted the award for Patt Buell, editor and Christy Carlson, webmaster. Mid Div also won the Best Di- visional Rally Cross Award.
Old Business
Mark made a motion that Sara Mitchell be editor of the EXHAUST NOTES, seconded by Matt McCabe, approved by all. We need a chairman and committee to complete the Policies and Procedures Manual. The Policies and Procedures are used as a supplement to the by-laws. Matt McCabe and Mark Walker volunteered to be on the committee. It was suggested that Jerry Doctor be the chairman. Mark will check with Jerry.
We still need a RallyCross chair.
Mark will check on our tax status with the IRS. John LaRandeau will check and see if he can tell if the club filed tax returns in previous years.
New Business
Mark made a motion that we do not send the newsletter to members by mail unless specifically requested, "opt in". The newsletter will continue to be published and mailed thru the June 2009 edition. The July 2009 issue will be on line, except to the members that have requested a newsletter by mail. There will be a place on the registration cards used at events to state the delivery preference of the newsletter, mail or email. This change will be announced at all upcoming events and in the newsletter. Motion seconded by John LaRandeau, approved by all.
Entry fees were discussed. After some discussion, Stan Cisar made a motion that we have LAP, MAM & MPH entry fees as follows: members - $30, 1 day; $50 for 2 days. Nonmembers - $40 , 1 day, $60 for 2 days. All other events, members, $20 and nonmembers, $30. Motion was seconded by John Becker, approved by all.
After a discussion on heat or no heat formats at events, Matt McCabe made a motion that we use heats at LAP, MAM and MPH. Points events at these sites will be run in heats by class. The EVM will decide which format to use at other sites depend- ing on course size, turnout, etc. Seconded by Stan, passed unanimous.
Preregistration will be mandatory at MAM, LAP and MPH. Pre-registration is recommended at other events, but not mandatory. Motion by McCabe/ John LaRandeau, approved by all.
Along with the preregistration, you can pay on line or at the event. There will be a $5 charge for cancellation/refund of online payments because of processing fees. Motion by Walker/McCabe, Cisar abstained. Approved.
There will be a training day on Saturday March 28th, for Timing & Scoring, Registration, Tech and Waivers. There will be a Safety Steward school in the afternoon.
Mark reported the Pace trailer deal is off. It was suggested we check with local dealers. There was a discussion on financing for the trailer. Mark will check out trailer prices and report back. More discussion on event trophies. We may use decals this year. Stan will check some prices and email to the Board of Governors.
Board of Governors and officers will have special email addresses, such as treasurer@nrscca.com. An email sent to these addresses will automatically be forwarded to that person's personal email address.
The Auto Show is March 20, 21, & 22. Tom Riss reported John McCarthy, Sr. from McCarthy Heating & Air Conditioning Ser- vice will do a radio show at our booth. John has a Saturday morning radio show on 1290 AM. John is also a Nebraska Re- gion member. We will have 4 cars and a TV to promote NRSCCA activities.
Tom Riss reported on a St Patrick's Day Parade, March 14th. It is free.
